SPIE Digital Library on new platform
SPIE is developing an enhanced website on the Silverchair SCM6 platform. The new SPIE Digital Library will go live on 31 July 2012.
To ensure a smooth migration to the new platform, SPIE will provide customers with updates throughout the transition. Watch for an email in mid-June with a link to an FAQ about the migration; it will provide more details about the new platform and how the move will affect customers.
SPIE`s goal is to make this transition seamless, and while SPIE doesn`t anticipate any major problems, as with all major technology projects SPIE is preparing for the unexpected. The URL to the SPIE Digital Library homepage, SPIEDigitalLibrary.org, will not change. Permanent redirects will be in place for other landing pages and article pages that will have new URLs, to ensure that links and bookmarks to those pages with new URLs will resolve correctly.
SPIE will updating the OpenURL syntax and providing additional information on proxy services. Look for this information by Mid-June. There will be a new librarian administration site where COUNTER reports and other tools can be found. Information about this will be provided in July.
Look forward to these exciting improvements on the new SPIE Digital Library:
- Mobile access: optimized for users from subscribing institutions
- New user-friendly interface: fewer clicks + integrated content = faster for users
- Improved discoverability: using new taxonomies and semantic tags to enhance searching and browsing SPIE content
- Integration with other SPIE content: links to author profiles and conference information
- Archival Content: at no charge to subscribers we will be adding over 40,000 additional articles (published between 1962 and 1990) from the Proceedings of SPIE and Optical Engineering, extending coverage back to Volume 1.

Introducing ASTM Videos for Standards
If a single picture is worth a thousand words, then a video may be worth the thousands of words it can take to explain an ASTM test procedure. That potential — plus saving time and money in lab training and helping users understand the description of a procedure — has led to the recent rollout of ASTM standards videos. At launch, available videos included those covering sections of standards from Committees C01 on Cement, D18 on Soil and Rock, and more, on such procedural particulars as test specimen molding, compressive strength determination and hand tamping. Each video, completed by the ASTM staff multimedia producer in collaboration with a technical committee video task group, first goes through an established evaluation, production and approval process before it is added to the SEDL+ collection.

Knovel Accelerates Speed to Solution for Engineers
In 2012, Knovel will roll out a Magnesium Alloy Database to extend our coverage of the properties of lightweight, high-strength alloys, and an Optical and Filter Glass Database that will include properties of commercial optical and filter glasses from 16 commercial manufacturers around the world.
Additional Knovel will offer must-have equations for day-to-day use in several engineering disciplines. They will be in MathML format that can be exported for calculation in software applications, and each equation will have standard metadata for easy keyword search. The equations will be validated by experts and have worked-out calculation examples and links to the sources.

ASME launched a new ASME Code Section
ASME announces the availability of an important new code for nuclear power plants – ASME Boiler and Pressure Vessel Code, Section III: Rules for Construction of Nuclear Power Plant Components, Division 5: High Temperature Reactors, which is now available for purchase in print
and print + online format (single-user PDF).
The all-new ASME Section III-DIV 5 provides construction rules for high-temperature reactors, including both high-temperature gas-cooled reactors (HTGRs) and liquid-metal reactors (LMRs). These rules apply to components with temperatures that exceed the limits established in Section III, Division 1. The new code section also contains new rules for graphite core components and new safety criteria for nuclear power plants—conveniently accumulating rules into one, single volume. These rules have been updated and improved over those in Code Case format.

SAE Historical Standards Now Available in Digital Library
SAE Digital Library is now expanded to include more than 10,000 historical standards. This gives engineers an historical perspective on a given standard, and allows them to track general technology trends and patterns over time. For maintenance engineers, historical standards provide critical access to the specifications required to maintain products with long life cycles.

CINDAS: 56 New Materials Added
Fifty-six new materials consisting of semiconductor, polymer, composite, and ceramic materials have been added to the Microelectronic Packaging Materials Database (MPMD). In all 80 different mechanical, thermophysical, thermoradiative and electrical properties have been added related to these materials. This addition adds 418 new data sets and 730 new data curves to the MPMD. This update also includes data on new Graphene and Supramolecular polymers.

IEEE Redline Standards Coming to IEEE Xplore
IEEE Redline Standards are now available through IEEE Xplore platform. Redline versions are enhanced standards content in IEEE that shows changes between the active standard and the previous version. In the redline version, additions and modifications are blue and underlined and deletions are red crossed out to provide a convenient way to show changes between the two versions. 130 redline versions produced from 2007-2011 will be available. Approximately 30 new redline versions to be produced each year.

Under the Manuals tab check out nearly 50 ASTM Data Series, which cover specific applications, contain compiled data, and usually include explanatory text. Includes best sellers such as: Handbook of Comparative World Steel Standards, andbook of Reference Data for Nondestructive Testing, Cleanup Criteria for Contaminated Soil and Groundwater, and more.
Additional new content coming soon will include hundreds of technical papers that were originally published in the ASTM Bulletins (1929-1960), Materials Research and Standards (1961-1972), and Standardization News (1973-2011).
New, Improved Search Results with Taxonomy will help you find information faster and easier. VDE VERLAG Conference Proceedings Being Added to IEEE Xplore
IEEE has partnered with the one of the largest technical and scientific associations in Europe, VDE VERLAG, in a business relationship that integrates VDE’s English-language conference proceedings into the IEEE Xplore platform. The partnership is not the first one between VDE and IEEE, as IEEE has co-sponsored several of VDE’s conferences.
VDE is the Association for Electrical, Electronic & Information Technologies and has more than 34,000 members. VDE members include not only engineers but also scientists, students, technicians, all important businesses in the electrical, electronic and information technology industry, the electrical utilities, federal authorities and institutions. CINDAS: Additional Materials Added
Data on 16 new materials has been added to the TPMD. The new materials are in the semiconductor, ceramic, polymer, and composite groups of materials and include newer materials such as Zylon and Metaflex. This new update adds 121 new datasets and 255 new data curves to the existing TPMD. In ASMD another major update has been made to Al 5456 and a comprehensive new addendum chapter has been added.

The new materials are in the Composite/Laminates group . In all, 63 different mechanical, thermal, and electrical properties have been added related to these materials. There are 711 new data sets containing over 2040 new curves.

IEEE Representatives Discussing Energy Efficiency and Renewables at the German American Energy Days in Berlin
The 2nd German American Energy Conference, organized by the German American Chambers of Commerce and the German Energy Agency, has taken place on March 22-23, 2010 at the House of German Business in Berlin. The Conference was found “the main event for German and US businesses in the transatlantic context when it comes to renewables and energy efficiency” and, as such, a “place to be” for the IEEE. Our representatives included Uwe Jungfer, the head of Standards and More, the IEEE’s sales entity in Germany, Paul Canning (IEEE HQ) and numerous members of Germany Section and PES Germany Chapter.
The active IEEE’s contribution to the discussion regarding energy – relevant programs, invectives and initiatives was inevitable and so the German Chapter’s Vice Chair - Wilfried Fischer, was chosen to moderate the Energy Efficiency Block on Tuesday’s afternoon. The block comprised three parts: presentations and speeches introducing the topic delivered by Philip Mosenthal (Partner at Optimal Energy), Douglas Kaempf (Program Manager at U.S. Department of Energy) and Dr Hermann Hüwels (Director Environment, Energy and Consumer Protection Division European Union), a panel discussion on “How to Increase Efficiency Capabilities in Industry” and the Energy Efficiency Best Practices presentation. According to W. Fischer himself “the energy efficiency field is a real challenge for the future”.
The active IEEE’s participation in the conference further involved the information booth set up in the premises by the HQ, which also was one of the event Partners among other notable organizations including U.S. Department of Energy, Bundesverband BioEnergie e.V., Solar Energy Industries Association and many others. In the course of the consecutive workshops the IEEE members enhanced the discussion with their expertise on the technology, standardization and education field as well as contributed to the exchange of ideas regarding energy efficiency optimization and renewable energy expansion. For over 45 years, the Center for Information and Numerical Data Analysis and Synthesis (CINDAS) at Purdue University managed a comprehensive and systematic research program on the properties and behavior of materials. For this work CINDAS achieved a worldwide reputation among engineers and scientists. The program involved both basic and applied research, using both experimental techniques and literature searches. This program included the identification and collection of available and relevant worldwide scientific and technical literature; the compilation, critical evaluation, correlation, and synthesis of both existing and new experimental data to produce reliable reference data (recommended values); and the generation of estimated values to fill data gaps and voids.

This one-of-a-kind new ASTM publication includes all 59 standards referenced by the American Welding Society: Structural Welding Code D1.1, which covers any type of welded structure made from the commonly used carbon and low-alloy steels.

Total Parts Plus: new in January 2009 - Environmental Reporting service for Components
Beginning in January 2009, TPP will offer new environmental reporting services for electronic components. These services will identify REACH substances and halogen-free electronics.
As of June 1, 2007, the Registration, Evaluation, Authorization and restriction of CHemical substances (REACH) took effect in the EU. The European Chemicals Agency (ECHA) will be naming substances of very high concern (SVHC) which may require notification and authorization if your article contains an SVHC. Currently 16 substance candidates are under evaluation to be included on the SVHC list. This list can be found at:

As the electronics industry is shifting toward “green” technology, there has been a noted increase in demand for halogen-free electronics. The International Electrochemical Commission (IEC) standard 61249-2-21 defines halogen- free as: containing a maximum of 900 ppm chlorine, 900 ppm bromine or 1500 ppm total halogens. While the halogen-free standard is a suggested guideline for electronic designs, it is currently not a legislative requirement. As a result of the REACH legislation and the growing interest in halogen-free electronics, TPP will incorporate new reporting formats to flag substances related to REACH as well as identify halogen-free components.
